Default HR Job?

I will be earning my Bachelors in Human Resources Management July 2014 (have to complete 2 courses this summer).

I have been seeking employment in the HR field but get the typical, we want you to 2-5 years of experience, but nobody will hire you to get that experience.

I have looked into internships and was offered a position with Airbus America's for an internship but was informed during the interview that the internship was ending August 2014 with no chance of being extended (even though I was initially told it would be around a year in length) and they did not offer benefits , which I can't go without, (daughter is having 3rd surgery this year).

I currently work for the State of Kansas as a Business Services representative doing stuff like job postings, resume searches, prescreens, employer outreach, job fairs (amongst other things) and can spin some of that to HR experience but not enough. Where do I start? I am willing to take an admin position or payroll , even if it pays slightly less to get experience.

I don't have enough experience to sit for my PHR and will not consider a masters degree at any point in the near future.

PM me sometime and we can chat. I've been in HR for several years now, and started at the worst possible time for gradutes (right when the jobs were scarce for everyone).
