Exclamation Idle Surging B series

So I have a b16a that I just had tuned about a month ago, and ever since it got tuned I've had an idle surge between 2k rpm and 3k rpm then once I get passed 3k then it revs wayyyy up until I let off. Heres my parts and what i've done already

Parts:
Skunk2 pro series TB and also brand Omni power TB, Neither have (FITV)
Skunk2 pro series Intake manifold
P28 Ecu tuned on crome

What I've Done:
Replaced the IACV - no change
Replaced TPS sensor-adjusted to .45 volts closed and 4.83 WOT no change
Replaced MAP sensor - no change

So what do you guys think? has anyone experienced this kind of issue? and lastly should I take it back up to the tuner and have him diagnose it and fix? I would prefer to fix it myself so if anyone has any info please let me know. Thanks everyone!

This will be the first thing that most people will point out. A lot of folks seemed to have this kind of problem with Crome.

I had pretty good luck with Crome way back when, but it had its quirks. I typically had to move the IACV slider around a bit in Crome in combination with idle air bypass screw adjustment to get idle stabilized. This is of course assuming that your minimum air is set correctly too. With an aftermarket TB, I wouldn't bet on it being set right.

Basically, yes you should take it back to the tuner iMO.
