Default DHS wants facial recognition scanners for moving vehicles

With a 100-mile 'border' zone, the move raises questions over potential installations on US highways.
The US Department of Homeland Security has moved to significantly upgrade its facial recognition system, adding the ability to identify occupants in moving vehicles.
The government is currently broadening its "biometric exit system," using face scans to track when foreign nationals arrive in and leave the US. If effective, the method could theoretically be used to determine if anyone has overstayed their visa.

A procurement solicitation spotted by NextGov laments the challenges in collecting biometric data at US Ports of Entry, with environmental conditions and speed of travel cited as primary problems. The government is consequently seeking a contractor to install a more advanced system that can still identify faces in moving vehicles, even if the occupants are wearing sunglasses behind tinted glass.

"To avoid having travelers in vehicles stop at border crossings, which could create significant traffic delays, U.S. Customs and Border Protection (CBP) is working to implement a face biometric entry-exit system in a way that poses the least impact on travel and trade," the document says.

With a border 'zone' that extends 100 miles inside of the actual demarcation line, the solicitation's focus on moving vehicles will presumably spark concerns that the systems could be installed on highways or in cities.

In a hypothetical scenario, the document refers to scanners installed on a roadway leading to a border once the vehicle passes a point "where exiting the US is the only choice." The government also asks applicants to incorporate information security and privacy controls that meet DHS requirements, along with a plan for data disposal.
