the US is decidedly more lax on most food safety issues than Europe (mostly on new/chemical/gmo-based foods since they eat a bunch of random shit started in the middle ages and assume that stuff is fine to be produced the way it was).

in the US the FDA is a toothless organization typically run by former members of the industries they're supposed to be regulating and/or by people hoping to get a job in the industries they're regulating after they leave the FDA. I really do wish it surprised me that Europe (who probably have the same general issues but they have so many country-based versions of the FDA that its harder for the industries to control them all) is more strict than the US.

It contains propoylene glycol (PG), which is GRAS (generally regarded as safe). However, there have been cases where PG has been substituted with diethylene Glycol (DEG) and has caused some bad outcomes (liver and/or kidney failure). DEG has a pretty long history of killing people when it has been introduced to humans (i.e. sulfanilamide, toothpaste, wine, etc). The USP (internationally regarded testing standard) now has requirements to make sure PG is free from DEG.

And that is why parents shouldn't wash their children's mouths out with soap.

(Liquid dish soap contains PPG poly propolyene glycol amongst other harmful ingredients.)
