Default Is this turbo 'flutter' normal?

Anyone get turbo flutter?
Hey guys working on my first car with a non-factory turbo kit and also first time with an external wg.

Garret GTX2867r, Precision 44mm WG, Tial Q 50mm BOV. Running 3-port Grimspeed EBCS/ecu controlled boost controller. Tuning remotely with a couple out of state companies.

Everything is going really well I just am not sure if I have an issue, or if this experience is to be expected due to the way boost is being held/controlled given the thottle input.

I'm experiencing a bit of a 'shutter' when the WG spring reaches full boost and opens. An example would be 5th gear, 1/3rd throttle (casual increase of speed, slowly building boost.) As my rpms hit around 4500 I can feel and watch the rpms dip, drop and flicker for a second as the waste gate opens and max boost level is achieved.

After the WG opens and the initial second of problem occures I have rock solid boost control until redline.

I'm thinking this is the 3-port ebcs trying to hold the boost level and the spring in the external wg fighting eachother before the ebcs figures out what is going on and corrects itself.

Does this sound right?
