Default Moving to Overland Park with three dogs

My wife and I currently live in California, although neither one of us is actually from California. Next year we are escaping and moving to Overland Park with our three dogs. Of particular concern is the two-dog limit the city has. We are also looking at Leawood, which has a two dog limit, and Olathe, which allows four.

We understand there is a process to get a special permit for a third dog, but in reviewing the document, it seems as though approval is far from guaranteed. We will not give up a dog. If our permit was rejected we would sell and move to a nearby city that would allow our dogs. We'd prefer not to go through that.

Has anyone on this forum had experience with this process? Can one reliably count on approval? Do they really interview your neighbors? We are leaving California to get away from nanny-statery, and this seems pretty nanny-statish.

I know lots of people with 3 dogs in leawood. If your dogs are well behaved and don't bark non stop I'd skip the application and just stay off the radar. You'd have to have a real asshole dog and asshole neighbor to get reported.

I think the purpose of the rule is to limit breeders in city limits

I had no clue there was a hard limit on number of dogs you can have, and I've owned dogs all my life. I know plenty of people in Overland Park that have 3 dogs. Hell, the house I grew up in had 3 dogs at one point, lol. I wouldn't worry too much about it.

I lived in Lenexa, which has a 2-dog limit as well, with 3 dogs for several years. None of them were licensed and no one ever said a thing. Licensing the dog ensures if it gets out and the city picks it up, they know it's yours and you don't get fined. That's about it.
