Default ATV allowed in this section?

Just curious if they are, anyone familiar with kansas law on titling ATV? I am getting mixed results, I read here

in 8-128 Article 1 having all terrain vehicle under list of "The following not need to be registered under this act" does registered mean titling in this context?

also what is "limits of a city of the first class" meaning? Is it just fancy way of saying "city limits"

This is not an all exhaustive answer, but generally you only title and register things you can put on the road. You can't get tags for a dirt bike or ATV, so titling and registering are not required. Many dirt bikes and ATV's get sold with a bill of sale only. You just want to know they're not stolen. But you can't get plates for them and legally drive them on the streets anyway.

You can get tags for dirt bikes, I see it all the time through South Dakota, but these guys are generally 100% legal with lights and signals added. I believe Vermont is another state you can plate through.

Yeah, sometime in the future I am planning to get a street legal dirtbike, Idk if the proper term is dual sport or enduro but I see people use both those terms.

His question was specific to ATV's. And I'm pretty sure KS will NOT allow you to tag and title an ATV at all. You can't make an RZR or 4-wheeler "street legal", to the best of my knowledge.

Dirt bikes or enduro bikes are a little different. There are kits you can buy which include turn signals, headlight, brake light and license plate light, plus horn, etc. IF you have a title to the bike and IF you install all of that stuff, you MIGHT be able to get the KS DMV to let you register it and tag it.

But it's generally easier to buy a street legal bike to begin with. At least in KS, which is what the OP was asking about.
