Where are the red-light cameras located?

Red-light cameras are now active at the following locations:
  • 39th Street and Southwest Trafficway
  • W. 79th Street and Wornall Road
  • E. 63rd Street and Prospect Avenue
  • 39th and Main streets
  • E. 19th and Walnut streets
  • 27th Street and Southwest Trafficway
  • U.S. 71 Highway (Bruce R. Watkins Drive) and 55th Street
  • U.S. 71 Highway (Bruce R. Watkins Drive) and 59th Street
  • U.S. 71 Highway (Bruce R. Watkins Drive) and Gregory Boulevard

The following locations are scheduled to be operational on June 1, 2009:

City Prosecutor Lowell Gard said the ruling was a surprise at City Hall because it contradicts other appeals court rulings over whether drivers can be cited for a violation caught not by a police officer, but on camera.

He said thousands of tickets and warrants will be put on hold pending interpretations, and likely appeals, of the most recent court decision.

A state appeals court panel ruled that most municipal ordinances governing the cameras are not enforceable.

A Missouri Court of Appeals Eastern District panel said Tuesday that Ellisvilleís red-light ordinance conflicts with state statutes governing moving violations and assessing points against drivers.

Although the townís ordinance considers red-light violations caught by the cameras as non-moving, the judges said running a red light is clearly a moving violation under state law.

An attorney for four couples who challenged Ellisvilleís ordinance says the ruling has broad implications statewide. A lawyer representing the company that operates the red-light cameras disagrees with the courtís decision and predicts the matter will ultimately be decided by the Missouri Supreme Court.

Kansas City began using red light cameras in 2009 and in May 2013 approved a five-year renewal of the contract with the company, American Traffic Solutions, that operates nearly 30 cameras at more than a dozen intersections in the city.

Nearly 191,000 tickets have been issued in Kansas City since the first camera was installed in early 2009.

Red-light running and accidents are down at most of those intersections.

The cityís vendor gets $1.6 million per year (a flat fee based on the number of cameras), and the city has netted about $2 million per year in fine revenue since the program began.

Citations dropped nearly 24 percent between 2010 and 2012, according to Maj. James Pruetting of the Police Departmentís traffic division.

Eighty-six percent of violators received only one ticket, while 11 percent received two and 3 percent received more than two red-light tickets.

Police review potential violations before the tickets are issued. They have said they reject more than 20 percent of the potential violations sent for review.

Between 2008 (before the cameras) and 2012, crashes dropped at 14 of the 17 intersections, Pruetting said. However, collisions went up at U.S. 71 and East 59th Street, at U.S. 71 and Gregory Boulevard, and at U.S. 71 and East Red Bridge Road.

City and ATS officials have said they are analyzing crash data to see about moving or adding cameras, but no decisions have been made.
