Default Cutting bump stops with springs

If I'm dropping down around 1.5", should I be cutting bump stops the same amount? I've never fully understood why the factory would put in bump stops if they could easily be cut down so much without having any other issues. Why were the bump stops limiting travel to begin with? Would 1.5" of additional travel added be an issue?

Is it reasonable to assume that with increased spring rates, the amount of expected travel would be less so maybe the bump stop doesn't have to be trimmed the full 1.5"?
